UNC Health assumed operational responsibility for UNC Health Campus Care at Carolina on Aug. 1, 2026.
Prior to Aug. 1, 2026, patient medical records of students were protected under FERPA, the Family Educational Rights and Privacy Act, a federal law that protects student education records under FERPA guidelines.
Under FERPA, Campus Health staff and providers were able to share limited health information with university campus partners to support students’ academic success, well-being, and access to campus resources and services.
As of Aug. 1, 2026, services provided by UNC Health Campus Care at Carolina and related medical records are protected under HIPAA, Health Insurance Portability and Accountability Act, a federal law that protects patient medical privacy.
Under HIPAA guidelines, Campus Care’s clinical teams have a more limited ability to share health information with university campus partners without patient consent.
How can patients access medical records?
Records created prior to Aug. 1, 2026:
Student patient records created prior to Aug. 1, 2026, will remain protected under FERPA by the university.
These records will be maintained by Wellbeing Administrative Services, formerly Campus Health – Health Information Management, for 11 years from the last date of service.
If the patient is a current student or postdoc with an active Onyen, the patient can view and download their Campus Health records anytime using the Healthy Heels Patient Portal: https://healthyheels.unc.edu. The portal is accessible by login with onyen/onyen password.
If the patient is no longer a current student or postdoc, or does not have an onyen, they can request a copy of their records by completing a release of information form. For more information, please contact Wellbeing Administrative Services, located in the Administration East suite of the Campus Care at Carolina building, by calling 919-966-2283 or email campushealth_records@unc.edu
Records created on or after Aug. 1, 2026:
Records created on or after Aug. 1, 2026, will be maintained as part of the UNC Health medical record and protected under HIPAA.
These records will be maintained by UNC Health in accordance with applicable record retention requirements and state and federal regulations.
Patients will be able to access Campus Care at Carolina medical records through My UNC Chart or complete a release of information form to request copies of their medical records.
Counseling and Psychological Services (CAPS) is not moving to UNC Health, so any requests for records from CAPS should be directed to Wellbeing Administrative Services, as outlined above.
What options do parents/families have to access patient information after the transition?
A patient may designate a proxy in My UNC Chart to help manage their healthcare information. Patients may choose to grant proxy access to a spouse, adult child, caregiver, family member, trusted friend, or another person to allow them to view certain health information in another UNC Health patient’s My UNC Chart account.
Proxy access can be granted by sending a proxy invite through the Friends and Family Access page in My UNC Chart.
Healthcare Power of Attorney, HCPOA: A patient may choose to complete a Healthcare Power of Attorney, which designates another person to make healthcare decisions on their behalf if they become unable to make or communicate those decisions themselves. Patients who have completed an HCPOA should submit a copy to UNC Health so it can be included in their medical record.
For assistance with submitting advance directive documents, including Healthcare Power of Attorney forms, contact Health Information Management at 984-974-3226. An HCPOA does not automatically grant access to a student’s or patient’s medical information or My UNC Chart account while the student or patient is able to make their own healthcare decisions.
